Early this morning, Friday April 8, 2011, Portland Police officers booked 30-year-old Eicca Elglavoi Lucas of Gresham into the Multnomah County Jail on charges of Unlawful Use of a Weapon, Felon in Possession of a Firearm, Reckless Endangerment, Possession of a Loaded Firearm in the City, Discharging a Firearm in the City, and Domestic Violence Menacing. Investigators from the Portland Police Bureau's Domestic Violence Reduction Unit learned that Lucas had a dispute with his 30-year-old girlfriend on the street and fired a shot into the air.

Lucas was later arrested out of a Gresham apartment where he surrendered to police.

Officers arrived in the area and spoke with witnesses and learned that the shooting actually occurred in the 16100 block of Southeast Stark Street and that the suspect may have entered an apartment in the 300 block of Southeast 162nd, which is in the City of Gresham. Portland Police and Gresham Police surrounded the apartment and after several phone calls and use of a loud hail, a subject emerged and surrendered to police at approximately 6:20 p.m.

The location of the shooting is within one of the newly designated "Illegal Firearms Use Hotspots" as defined in Portland City Code 14A.90.070.
