A Washington County drug arrest netted young men on Thursday in the Tigard area.

Investigators from the WIN team (Police Departments of Beaverton, Hillsboro, Tigard) arrested two men on heroin charges. During the ongoing investigation, detectives were able to observe a drug transaction between the two. Sheriff's Deputies stopped the suspect's cars and they were eventually arrested.

On Thursday, February 10, 2011, detectives from the Westside Interagency Narcotics (WIN) team were conducting an investigation into heroin distribution in Washington County. As part of the investigation, investigators were conducting surveillance in the Tigard area. They were able to observe a drug transaction take place and notified Washington County Sheriff's Deputies in marked patrol units.

The deputies conducted two separate traffic stops, one at SW Scholls Ferry Road and SW Nimbus Avenue, and the other at SW Barrows Road and SW Walnut Street. Twenty-one-year-old Phillip R. Cotten from Tigard was contacted in the first traffic stop at Scholls Ferry Road and was eventually arrested for Distribution and Possession of a Controlled Substance, Heroin. Both money and drugs were seized from Mr. Cotten.
