PORTLAND, Oregon - Additional details have been made public by Portland police in regard to the Taser shooting by an officer in utheast Portland.

A security guard at 82nd Avenue called to report a homeless man had threatened to kill. Police discovered Tom Higganbotham camping out in an abandoned car wash and used a Taser when he refused to drop a knife. Officers said they shot and killed Higganbotham when the Taser didn't work.

Police say Taser's sometimes don't work as well as they should in cold weather when subjects are wearing heavy clothing.
