Portland Police Arrest Two Suspects for April Gang Shooting

On Friday, April 22, 2011 at approximately 6:20 p.m., Portland Police officers responded to the report of a shooting in the area of Southeast 84th Avenue and Foster Road. Officers arrived and contacted 16-year-old Francisco Javier Ortiz who had been shot in his right arm and left ankle. Medical personnel transported Ortiz to an area hospital with non-life-threatening gunshot wounds. Gang Investigators arrived and learned that the victim and two other people were walking on 84th just south of Foster Road when a vehicle occupied by three people pulled up and the two groups exchanged words.

The passenger in the vehicle pointed a black semi-automatic handgun at the victim and started shooting, hitting Ortiz twice. The vehicle then sped off in an unknown direction.

Yesterday, Wednesday May 4, 2011, Portland Gang Enforcement Detectives, with the assistance of the Vancouver (WA) Police Department's Safe Streets Task Force and Clark County (WA) SWAT, arrested two individuals and served three search warrants. 20-year-old Ronny Rodriguez-Padilla and 17-year-old Leocadio Torres-Izazaga were arrested and charged with Attempted Murder. Rodriguez-Padilla was the shooter and has been booked into the Clark County Jail. Torres-Izazaga was the driver of the suspect vehicle and has been booked into the Clark County Juvenile Detention Center. Both are awaiting extradition to Oregon. Investigators believe the shooting is gang-related.
