In reference to today's collision on NW Hayes Road, investigators received witness information that the suspect Jorgensen was seen hitchhiking along Hayes Road, just west of the collision scene, prior to CCSO arrival. The witness then stated that a late-model white Ford pickup towing a fishing boat stopped and picked up Jorgensen.
Detectives would like to speak to the driver or occupants of the vehicle that picked up Jorgensen. It is believed that they did so not knowing he was a suspect in a crime.

On 9/23/2019 at approximately 1048 hours, EMS and CCSO Deputies were dispatched to a single vehicle collision in the 42200 block of NW Hayes Road. Upon arrival, first responders discovered that a red Nissan Pathfinder had driven off the roadway and had rolled several times, colliding with and shearing off a PUD pole in the process. A deceased subject was located on the ground near the vehicle. A secord vehicle whose driver was traveling with the Pathfinder had stopped and its driver was assisting at the scene.
It was determined that the driver of the involved vehicle had walked away from the scene and had been picked up by an uninvolved passerby. The identities of both the driver and the deceased passenger were known to law enforcement, and during the course of the investigation deputies learned that the driver had returned to his residence in the Orchards area.
Deputies responded to the residence and learned that the subject had fled his residence. A K9 track of the area successfully located the subject, who was arrested following contact with K9 Apollo and Deputy Cramer.
The subject was taken to an area hospital to receive treatment for injuries sustained in the crash and for a dog bite.
The subject will be booked into the CCSO Jail for Vehicular Homicide and Hit and Run - Felony.
The deceased victim is identified as Tylor A. Krout, age 30. Krout was a resident of the Vancouver/Camas area.
The subject in custody is Eugene A. Jorgensen, age 57. Jorgensen is also a resident of Vancouver.
The CCSO Traffic Unit is currently investigating this collision. At this time, excessive speed and driver impairment are suspected factors in the collision.
