PORTLAND, Oregon - On Thursday at about 4 AM, Portland police discovered a man slumped at the wheel of a stolen car parked in the 5800 block of Southeast Foster Road.

Police say they boxed the driver in but the driver woke and began ramming the police cars and sped away. Within a few minutes, a resident in the area of Southeast 66th Avenue and Raymond Street called 9-1-1 to report that the stolen car had been abandoned in the street.

As police searched, the suspect ran through neighboring yards, climbed fences, over roofs, then hid on a roof in the 5700 block of Southeast Boise Street. As police and a K-9 closed in on him, police used a ladder provided by Portland Fire & Rescue to arrest the suspect.

25-year-old Andrew Jackson Scott, was taken to the Multnomah County Jail on charges of Unlawful Use of Vehicle, Unlawful Entry into a Motor Vehicle, Failure to Perform the Duties of a Driver (Hit and Run -- three counts), Attempt to Elude by Vehicle, Reckless Driving, Recklessly Endangering Another Person, and Criminal Mischief in the First Degree. Scott is also being held on an outstanding warrant for Burglary in the Second Degree.
