PORTLAND, Oregon - On Friday February 26, 2016, 34-year-old Clifford Lee Moffett was booked into the Multnomah County Jail on Friday on one count of Murder, in connection with the homicide of 28-year-old Isaiah Demetrius Kent on Thursday evening. Moffett's name and booking photo were being withheld due to investigative reasons.
The second suspect, 24-year-old Terry Lee Spencer Jr., was located and arrested at approximately 12:15 a.m. today after a collaborative effort by Portland Police Bureau Homicide detectives, the Gang Enforcement Team, the US Marshals Oregon Fugitive Task Force, and the Gresham Police Department Special Weapons And Tactics (SWAT) Team.
Spencer was booked into jail on charges of Murder, Attempted Murder, Unlawful Use of a Weapon, and Felon in Possession of a Firearm. Additionally, he was lodged on a parole violation.
Spencer and Moffett will be arraigned on Monday in Multnomah County Court.
These arrests came as a result of an investigation that began on Thursday February 25, 2016, at 5:52 p.m., when North Precinct and Gang Enforcement Team (GET) officers responded to the report of a shooting at Northeast 6th Avenue and Alberta Street.
Officers and medical personnel arrived and located the victim, Isaiah Kent, suffering from traumatic injuries. Kent was transported by ambulance to a Portland hospital and later died as a result of the shooting.
Officers are searching the neighborhood for the suspects, locating Moffett in the area and detaining him as the investigation continued to develop.
Detectives later developed leads to identify Spencer as the second suspect in the shooting, which detectives believe may be gang-related.
