On June 20, 2017 at approximately 4:00PM, the Oregon State Police responded to a motorcycle crash on Highway 140 near milepost 18, which is 18 miles east of White City, in Jackson County. The preliminary investigation revealed a 2003 Harley Davidson motorcycle was eastbound on Highway 140 and the operator failed to recognize that traffic had slowed/stopped for a turning vehicle. The operator laid the motorcycle down and crossed the westbound lane, striking the guardrail. The operator was pronounced deceased at the scene and the female passenger was transported to Rogue Regional Medical Center with serious injuries. On June 17, 2017 at approximately 9:00 p.m., Oregon State Troopers and emergency workers responded to a three-vehicle serious injury crash on Highway (Hwy) 20 near milepost (MP) 76 (just east of the Hwy 20/126 junction). Preliminary investigation revealed vehicle #1, 2016 Kia Optima, was travelling eastbound at a high rate of speed. The driver of vehicle #1 was unable to control the vehicle and crossed into the westbound lane. Vehicle #2, 2016 Kia Sorento, was traveling westbound. The driver of vehicle #2 was able to avoid the collision by driving the vehicle into a ditch. Vehicle #1 then crashed, almost head-on, into westbound vehicle #3 (a 2014 Ford Focus). Two passengers of vehicle #1 and the driver of vehicle #3 were air transported to St. Charles in Bend in serious condition. The driver and passenger of vehicle #2 were not injured. Noorah's warrants are for Manslaughter in the First Degree, Reckless Driving, Failure to Perform the Duties of a Driver (Hit and Run), and Recklessly Endangering Another Person. Noorah's warrants are connected with a fatal hit and run crash in August 2016 that killed 15-year-old Fallon Smart on Southeast Hawthorne Boulevard. Noorah was previously arrested and indicted on the charges but was bailed out of jail approximately nine months ago. Investigators are concerned that Noorah may be experiencing a mental health crisis as a result of the arrest and pending trial. Noorah is described as a Saudi Arabian male, 6'0" tall, and 150 pounds. On June 10, 2017 at 2:29 a.m., OSP Troopers and emergency personnel responded to the report of a two-vehicle head-on crash, on highway 101 near milepost 14 (Clatsop County). Preliminary investigation revealed a 1984 Chevy Pickup, operated by Christopher Jeremy COSTA, age 23, of Astoria, was northbound when, for unknown reasons, crossed the center line and struck a southbound 2001 Toyota Camry, operated by Kayla Lynn WEBER, age 27, of Seaside, head-on. WEBER was pronounced deceased at the scene and COSTA was transported to Columbia Memorial Hospital in Astoria and later transported by Life Flight to Legacy Emanuel Medical Center for treatment of his serious injuries. There were no other occupants in the vehicles. OSP was assisted by the Oregon Department of Transportation, Gearhart Police Department, Gearhart Fire and Rescue, Warrenton Fire and Rescue, Medix Ambulance, Clatsop County Medical Examiner, and Clatsop County Sheriff's Office. June 11, 2017 -- On June 11, 2017, just before 2:45am, deputies were conducting field sobriety tests on a suspected impaired driver on westbound Highway 26 near SW Camelot Court. As they were concluding these tests on 23-year-old Yash Desai, of Portland, a vehicle crashed into the back of a deputy's patrol car, causing a chain reaction crash that left four vehicles -- including two patrol cars -- damaged. Fortunately, no one was injured. The driver who caused the crash was identified as 61-year-old Earl Smith, of Portland. All four vehicles had to be towed from the scene. Mr. Desai was arrested for Driving while Under the Influence of Intoxicants ("DUII"). His blood-alcohol content ("BAC") was later determined to be .19, more than twice the legal limit. Mr. Smith was also arrested and charged with DUII, Reckless Driving, Criminal Mischief I and four counts of Reckless Endangering. Tests showed that Mr. Smith also had a .19 BAC. MULTNOMAH COUNTY, Oregon - On Thursday a woman accused of stealing from Kohl's was observed by deputies to get into a vehicle. Deputies pulled in behind the vehicle and attempted to initiate a traffic stop in front of the store. At the same time, another deputy attempted to position their vehicle in front of the suspect to prevent them from leaving. The suspect accelerated forward, striking the front of the deputy's patrol car, causing damage to the patrol car. The suspect then led deputies on a vehicle pursuit through Wood Village and Troutdale. Deputies terminated the pursuit near the Troutdale Airport after the suspect's driving became too dangerous. Several minutes later the suspect was spotted on foot in the 23000 block of NE Marine Drive. A perimeter was established with the assistance of officers from the Fairview and Gresham Police Departments, and MCSO K9 Ranger began searching the area. PORTLAND, Oregon - Portland police say that a 17-year-old Portland girl by the name of Effie "Nikki" Shaha-Walberg is missing/endangered. She left her residence unexpectedly on the evening of 06/04/17. She is described as 5'2, 117lbs. She was last seen wearing Grey jeans, Black T-shirt and black shoes. Nikki made contact with a friend in early hours of 06/05/17, She stated she was in the downtown Portland area. It is unknown if she is by herself or with someone. She does not currently have a cell phone or a social media presence. Nikki is in need of medication for a seizure disorder. Police said they don’t know if Nikki is by herself or with someone. PORTLAND, Oregon - The man accused of murdering two men and wounding a third on the MAX train was taken from a courtroom on Wednesday by as he shouted that he had acted in self defense. 35-year-old Jeremy Christian had been quiet as he stood inside a glass cell in the courtroom throughout a his appearance then he shouted that he was “not guilty of anything but defending myself against violent aggression by Micah Fletcher," the surviving victim of the attack. Oregonians smoke weed at a higher rate than Washington residents, and have large concentrations of pot shops in the biggest cities—especially Portland. A state economist says strong cannabis sales indicate that Oregon could collect $156 million in marijuana taxes over the next two years—but cautions that supply shortages and the fluctuating cost of weed make those projections "highly uncertain." The Oregon Office of Economic Analysis on Wednesday released its forecast for Oregon's recreational cannabis revenue. In the first year of recreational cannabis sales, Oregon closely tracks Colorado and outpaces the state of Washington when sales are adjusted for population size. A motorcyclist traveling at a high rate of speed in the wrong lane crashed head-on into a vehicle heading in the opposite direction this evening, killing the motorcyclist and sending the driver of the other vehicle to the hospital. Deputies responded to W. Kappler Rd. near Old Bunker Hill Rd. at 6:48 p.m. this evening upon receiving report of the crash. They arrived to find the motorcyclist, Brandon Brissett, 21, St. Helens, deceased from injuries sustained in the crash. The driver of the other vehicle, Tyson Singlestad, 20, St. Helens, was taken by ambulance to Emanuel Hospital with non-life threatening injuries. Investigators at the scene found evidence indicating the motorcycle was being driven at a very high rate of speed southbound in the northbound lane of W. Kappler Rd. when the motorcycle, a 2013 Suzuki crashed head on into Singlestad's 1996 Honda Civic as it was proceeding northbound in the northbound lane. On Sunday June 4, more than 1,000 people attended an "alt-right" rally and a large counter-protest, just nine days after two men were stabbed to death on a train. Organised by alt-right activist Joey Gibson, leader of the far-right Patriot Prayer political group, Sunday's event was described as free speech rally for supporters of US President Donald Trump. Several people were arrested during the protest events in Downtown Portland. The three protest events were held in Terry Schrunk Plaza, City Hall, and Chapman Square. 14 arrests were made at a variety of locations due to criminal behavior. 

The intent of law enforcement today was to provide a safe environment for all participants, non-participants, and community members while ensuring the peaceful exercise of the First Amendment. Groups at Portland's City Hall and Terry Schrunk Plaza were largely peaceful, while a group at Chapman Square required significant attention from law enforcement. During the course of police action, in response to a significant amount of projectiles being thrown, less lethal munitions, including "pepper ball" and aerial distraction devices (ADD) were used by police.
